The 2009 San Francisco Bay To Breakers was approved by the City of San Francisco on Thursday but not without controversy. With problems of public urination, drunkeness, and nudity, race organizers established a policy of zero tolerance causing formation of a 20,000 person facebook group led by Edward Sharpless.
